Audit observed that:
i. The sum of 115,451,950.00 (One hundred and fifteen million, four hundred and fifty-one thousand, nine hundred and fifty naira) was expended on procurements during the year without regard to due process as prescribed in the Public Procurement Act, 2007; and
ii. Staff members and friends were engaged in constructions, purchases and production of items for the Secretariat instead of awarding them to competent contractors.
The Secretary is requested to:
i. Justify the payment of the sum of 115,451,950.00 (One hundred and fifteen million, four hundred and fifty-one thousand, nine hundred and fifty naira) to officers of the Secretariat for constructions, purchases and production of items that should have been awarded as contracts; and
ii. Otherwise, apply sanctions relating to irregular or wrong payment in paragraph 3106 of the Financial Regulations.
