Context/Observation

On payment voucher No. 2 of May 2020, the sum of seven million naira (N7,000,000) only was paid to MD/CEO Anambra State Fire Service for the establishment of fire service point at Aguleri. According to the approved memo, constructing a fire service point would require at least; fire truck canopy, iron culvert, office building, solar power supply, water borehole and hydrant. Physical investigation confirmed a building and a truck canopy. There were no solar power supply and borehole. Evaluation of work done at the site did not support the claim of seven million naira (N7,000,000) only said to have been expected for the establishment of the site. His claims appear to have been inflated.

Legislative Recommendation

The permanent secretary was requested to obtain the retirement of the sum of seven million naira (N7,000,000) from the MD/CEO of Anambra State Fire Service showing details of how the amount was spent for earmarked purpose. Again, it is noted that the MD/CEO is not an Accountant and it is wrong to directly advance public money to him to use as he deems fit. He is not a payee as he has not supplied any goods or services to the State Government. The proper procedure is either an Accountant or Accounts clerk is assigned to his office of Accounts should take charge of paying those he engaged for one service or the other.
