Context/Observation

The sum of N1,641,000 (One million, six hundred and forty-one thousand naira) was paid to a particular Mr. Madubueze for participation of Anambra Young Innovators in the 8th African students and Youth Summit scheduled to hold between 28th and 31st July, 2019 at Rabat, Morocco. The sum was released in two tranches of,
i. Payment voucher No. 33 of 18/6/19 – N1,281,000
ii. Payment voucher No. 5 of 17/12/19 – 360,000
According to the approved memo
MYECE/COMM/98/VOL.1/3 of 22/3/19, the flight tickets and summit fees as well as the local runs for the (3) persons sponsored were provided by the state government.
There was no attachment to the payment voucher to indicate attendance to this summit or retirement. Curiously, the payment voucher was signed by Mr Madumelu Madubueze implying that he wrongfully collected the sum on behalf of the others.
Mr Madumelu Madubueze would appear not to be in the payroll of the Ministry as he could not be accessed in audit. Both the permanent secretary and director of accounts could neither produce him in person nor provide any credible information on his identity.
