Context/Observation

It is recommended by the Auditor General for the Federation that:
(i) The sum of N148,213,788.44 due to this contractor as retention should not be paid.
(ii) The sum of N531,222,141.56 been the difference between the sum of N679,435,930.00 paid for duplicated provisions and work not done in the BEME
and the outstanding retention of N148,213,788.44 due to the contractor should be recovered from the contractor in the first instance, failing which the amount should be recovered from the MD/CEO of NDDC, and the Director PMS together with all the officers that signed the valuation and job completion certificate for this contractor to be paid.
(iii) The sum of N42,232,098.27 VAT due to the FIRS/Government from the initial mobilization advance and fast tracking of N400,000,000.00 paid to this contractor that was never deducted should be recovered from the contractor for immediate payment to the FIRS. Evidence of Recovery and remittance of same to the FIRS should be produce for verification.
Evidence of the recoveries should be forwarded to the Office of the Auditor General for the Federation for verification.
