Context/Observation

1. N91,307,268.95 was first paid and another N22,000,000.00 was equally paid to the contractor in 2013.

2. Physical site inspection carried out on the project on the 5th of November, 2013 indicated that the contractor had vacated the project site for more than a year, long before this last payment of N22,000,000.00 was made and this was evident by the bushy surrounding at the project site, dilapidated and decayed wooden form work and scaffolding.

3. Contained in the IPC No. 5 issued on the 6th of December, 2012 was the sum of N3,500,000.00 for the value of material on site. Since the contractor has vacated site for over a year, these materials ought to be physically present at the project site as at the time of audit inspection but contrarily not so. Therefore, the claim for N3,500,000.00 as value of material on site could not be justified.
