Audit observed that;
i. The sum of N820,664,574.00 (Eight hundred and twenty million, six hundred and sixty-four thousand, five hundred and seventy-four naira) was provided for the payment of outstanding liabilities in the 2019 Appropriation Act. This approval was based on the list containing the names of contractors and the amounts owed to them, presented to the National Assembly.
ii. There were no payments made from the amount approved for this purpose; and efforts made to get the approved list of contractors’ liabilities and utilization of the approved funds were unsuccessful, despite repeated requests.
The Managing Director is requested to:
i. Furnish reasons why payments were made without payment vouchers and other evidence of payment.
ii. Account for the sum of N820,664,574.00 (Eight hundred and twenty million, six hundred and sixty-four thousand, five hundred and seventy-four naira) only, provided for the payment of outstanding liabilities in the 2019 Appropriation Act.
iii. Remit the sum of N820,664,574.00 (Eight hundred and twenty million, six hundred and sixty-four thousand, five hundred and seventy-four naira) only to the Treasury.
iv. Forward evidence of remittance to the Public Accounts Committees of the National Assembly, and
v. Otherwise, apply sanctions relating to irregular payment specified in paragraph 3106 of the Financial Regulations.
