Context/Observation

It is recommended by the Auditor General for the Federation that;
(i) A meeting of all relevant stakeholders on the project should be held to get this project completed at no extra cost. If this does not yield any
result, the project should therefore be terminated.
(ii) The officers that recommend and approved the payment of 50% obilization instead of the maximum of 25% allowed by the extant government regulations in 2004/2005 when the payment was made which resulted to excess payment to the contractor more than the value of work done should be sanctioned.
(iii) The sum of N275,854,644.36 paid over and above the 46% value of work done (46%) by this contractor should be recovered from him immediately failing which the amount should be recovered from the ED Projects and Director PMS together with all officers that signed the valuation and interim payment certificate for this contractor to be paid. Evidence of the recovery should be forwarded to the Office of the Auditor General for the Federation for verification.
