Context/Observation

The sum of N303,761,758 was the aggregates advances to sundry staff of the Hospital for various purposes. The documented evidence of how the money was utilized was neither attracted to the payment voucher nor provided for audit. The details of the advances are attracted as Appendix – 1 in the report of the Auditor-General to the hospital.
It bears emphasis that retirement of public funds (that is, producing documented evidence of fund utilization) is not a matter of choice or discretion. It is a fundamental requirement of the Financial Regulations as it shows accountability and transparency in management of public trust.

The officers or persons whose names appear in the attached schedule (Appendix – 1) were required to produce, for my examination, the details of utilization of the various amounts stated against them. In the alternative, the Chief Medical Director is required to ensure the recovery of the amounts from the individual officers concerned and pay same into the relevant hospital’s bank account. In either case, documented evidence of action should be forwarded to the Auditor-General for confirmation and/or further verification.
