Government printer as one the agencies of government established by law with some degree of autonomy to engage in business activities is expected to be viable as such under obligation to prepare annual trading accounts and make returns to the relevant authority. This is one way the performance of the organization can be assessed. The attention of the management of the printer was drawn to this in my previous report but nothing since then has been done with respect to this. Audit viewed this as flagrant disregard of government extant law deliberatively carried out to deprive government of legitimate revenue.
The managing director was directed to explain in writing why the organisation refused to comply with this requirement and inform me accordingly.
