The sum of N4,900,000 (Four million and nine hundred thousand naira) was reported to have been paid to the director(Youths) of the ministry for the purchase of life jackets for Corps members posted to the riverine areas of Anambra State. According to paragraph 4.0 (Financial Implication) of the approved memo MYS/YD/114/T/84 of 17/7/2019, 500 (five hundred) life jackets at a unit cost of N9,800, as requested by the state coordinator, were to be procured.
There was no evidence of how the sum was utilized. Inquiries in the course of audit showed that for inexplicable reasons the permanent secretary directed that the sum be transferred from the Ministry’s account to the entity identified as Settheb Engineering and Technical Services Company Limited. No details of the company were provided. The Fidelity Bank statement of account confirmed that N4,636,000 was paid to the company on 31/12/2019. The following were observed;
i. There was no acknowledgement for the receipt of the life jackets by the state coordinator of the NYSC.
ii. There was no invoice for the purchase.
iii. The director (Youths), who did not make the purchase, was used as a front and he thoughtlessly acquiesced.
The permanent secretary was requested to show proofs with invoices and letter of acknowledgement from the NYSC state coordinator that 500 units of life jackets were purchased and received by the NYSC. In the alternative, the permanent secretary should immediately refund the sum of N4,900,00 (four million and nine hundred thousand naira) to government treasury.
