Context/Observation

On payment voucher No. 25 of August 2020, the sum of one million, three hundred and three thousand naira (N1,303,000) only was paid to a female officer of the ministry for hosting 23 African American participants in the 2019 Eri Festival for three (3) days. The funds was approved. According the memo, MDICT/DAF/AE/001/001 of 21/09/2019 approved by His Excellency on 22/01/2020 but not cash-backed until August 2020. As elsewhere observed, by the time the cash backing came, the Honourable Commissioner that wrote the memo had exited the Ministry for the incumbent. There was no attachment to the payment voucher to show how the amount was utilized

The permanent secretary was requested to obtain the from the officer concerned and forward to me the retirement for the sum of one million, three hundred and three thousand naira (N1,303,000) only she received for the hosting of African American participants in the 2019 Eri Festival. Her retirement much include pictorial evidence of the visitors (African Americans), names of the drivers and allowances paid to them as well as invoices of hotels where they were lodged. Alternatively, she should refund to the public treasury the sum of N1,303,000 not applied for the purpose it was earmarked.
