Context/Observation

On payment voucher No. 3 of November, 2020, the sum of two million, three hundred and fifteen thousand naira (N2,315,000) only was paid to HOD, Art and Culture to purchase costumes for Anambra State Cultural troupes. According to the approved memo, MDCT/DAC/59/VOL.2/180 of July, 2020, the dancers (6 males and 6 females) were to have new costumes of “Atilogwu, Nkwaumuagbogho, Nkwadike, Fishermen, Unity dance and instrumentalists”. Again, at least 25 persons comprising 20 female and 5 males would have cloths made of wax George materials. Furthermore, there was no claim on sewing the costumes. Perhaps, the custom were sewn free of charge.

The permanent secretary was requested to obtain from the HOD, Art and Culture the names and phone contacts of the persons that benefited from; i. The new costumes of “Atilogwu, Nwaumuagbogho, Nkwadike, Fishermen, Unity dance and Instrumentalist”,
ii. Clothing materials of wax George,
iii. Scarfs and caps
iv. Regarlia of Igwe and Lolo,
v. Prince and Princess costumes,
vi. Egbunoba (10 persons)
Alternatively, she should refund the sum of two million, three hundred and fifteen thousand naira (N2,315,000) only she received for a project not executed. Inform me of your course of action and outcome.
