Payment voucher No. 24 amounting to the sum of N7,000,000 (Seven million naira) was raised and paid on the 15/8/19 in favour of a member of staff of the ministry for the celebration of the international Youth Day. There was no attachment to the payment voucher, though the Payee acknowledged that this ceremony took place as scheduled.
It was, however, not established in audit whether this day was celebrated or not. Considering the date of the event- August 2019 and the time of the audit- December 2020, – a reasonable long period of time- it was one’s wonder why there was not retirement for the sum.
The officer was requested to forward to the office of the state auditor-general immediately all documentary evidence in support of the claim that the sum of N7,000,000 (Seven million naira) was utilized in accordance with the purpose for which it was released. In the event of her failure to account for the sum, the officer should refund the sum of N7,000,000 (Seven million naira) to government treasury.
