Context/Observation

Audit observed that:
I. The University initially awarded six (6) contracts at a total contract sum of N629,091,939.00
II.The contractors made requests for an upward review before the commencement of the contracts, which was subsequently granted, without approval from the Bureau of Public Procurement
III.Following the request, the contracts prices were reviewed to N866,664,974.74 resulting in an unauthorized upward variation of N175,623,619.89
IV.The Advance Payment Guarantees submitted were based on the initial contract sum, and
V.Payments to contractors were made based on the reviewed sum.

Legislative Recommendation

The Vice Chancellor is requested to:
I.Furnish reasons why contract was unilaterally varied without due process.
II.Account for the sum of N175,623,619.89 being the unauthorized variation, and
III.Recover the sum of N175,623,619.89 and remit to the Treasury.
IV.Forward evidence of remittance to the Public Accounts Committees of the National Assembly
V.Otherwise, apply sanctions relating to unauthorized variation stated in paragraph 3103 of the Financial Regulations.
