Audit observed that a contract sum of N136,750,980.00, for the construction of the secondary-link-road/landscaping between two Commissioner’s Residences, was awarded in 2017 to a contractor. The dimension and actual cost of the Secondary Link Roads and landscaping was unknown, as well as the actual cost of the two (2) Commissioner’s Residences since the Bill of Quantities was not provided.
The relevant contract file and the record for the payment of the sum of N35,000,000.00 to the contractor were not provided for audit review.
The status of the project could not be verified and that cast doubt as to the genuineness of the disbursement and contract.
The Inspector-General of Police is required to account for and justify the payment of the sum of N35,000,000.00 and to substantiate the genuineness of contract, failing which sanctions in line with FR 3106 should apply.
