Context/Observation

i.Nine (9) non-personal advances amounting to N2,821,000.00 that were granted to nine (9) officers of the Institute between November and December, 2018, for the procurement of stores, maintenance and servicing of meetings remained unretired as at the time of audit in 2020
ii.Some officers were granted advances in excess of the approved threshold of N200,000,00 thereby, circumventing procurement procedures.

The Director-General is requested to:
I.Provide reasons why advances granted to staff were not retired as required by extant regulations.
II.Recover the sum N2,821,000.00 from the affected officials and remit to the Treasury.
III.Forward evidence of remittance to the Public Accounts Committees of the National Assembly
IV.Otherwise, sanctions relating to failure to recover advances and surcharge prescribed by paragraphs 3118 and 3124 of the Financial Regulations respectively should apply.
