I.The sum of N10,880,941.00 was paid to an officer vide payment voucher No. 0283/25/4/17 of 25 April, 2017 for publicity for E-Auction portal and E- Bonded Vehicle Terminals.
II.However, this expenditure could not be substantiated due to the following:
a. Evidence of how the auctioneer was selected could not be ascertained.
b. Details of vehicles sold and their prices were not provided.
c. The evidence of remittance of sales proceeds to the Consolidated Revenue Fund was not provided.
The Comptroller-General NCS is requested to:
I.Justify the sum of N10,880,941.00 expended on publicity for E-Auction portal and E-Bonded Vehicle Terminals by providing relevant documents in respect of the above transaction;
II.Account for the sum of N10,880,941.00 by providing the documents listed in ii(a-c) above to the Public Accounts Committees of the National Assembly.
III.Otherwise, sanctions relating to irregular or wrong payment in paragraph 3106 of the Financial Regulations should apply.
