Context/Observation

It is recommended by the Auditor General for the Federation that:
i. The outstanding balance of N12,409,517.47 due to the contractor should not be paid.
ii. The sum of N4,011,170.03 being the difference between N16,420,687.50 paid for works not done and the outstanding balance of N12,409,517.47 due to be paid should be recovered from the contractor failing which the amount should be recovered from the Director PMS whose directorate was responsible for the preparation and signing of the valuation documents and interim payment certificate for this contractor.
Evidence of the recovery should be forwarded to the office of the Auditor General for the Federation for verification.
