Context/Observation

Audit observed as follows;
i. That the Ambassador was duly advised as per Tel. No. A.206 dated 02/10/2018 to proceed on retirement with effect from (w.e.f) 15/02/2019 on 35 years of service.
ii. On December 11, 2018, he was issued a letter of recall on account of retirement, advised to wind up affairs, take formal Leave of host authorities and depart post not later than March 08, 2019
iii. On 15/02/2019 the Amb in. letter reference No. NEA/PERS/417/1 notified the Ministry that he was pleased to retire from service w.e.f 15th February 2019.
iv. On 28/06/2019, he was paid the sum of US$3,806,291.89 (=ETB 352,082.00) to enable him proceed on home-leave for self and spouse to Lagos/Abeokuta at government expense in line with extant regulation and as reflected in his letter of appointment as Amb/PR, and
v. The retired Ambassador refused to recognize the roles of CDA ai as his successor in the absence of Mr President appointing a substantive Ambassador which is tantamount to gross misconduct.

Legislative Recommendation

The Permanent Secretary MFA is requested to:
i. Justify why the Ambassador refused to proceed on retirement after 35 years in service in accordance with extant regulations.
ii. Immediately enforce the recall of the Ambassador.
iii. Direct immediate handover of the affairs of the Embassy of Nigeria, Addis Ababa Ethiopia to CDAai,
iv. Recover and refund the Consolidated Foreign Service Allowance (CFSA) paid to the Ambassador after February 15, 2019, cumulatively to the last month paid at post, and
v. Recover and pay to chest the sum of US$78,346.455 being CFSA wrongly paid to the retired Ambassador from February 15, 2019 to October 31, 2019.
vi. Forward evidence of compliance to the Public Accounts Committees of the National Assembly, and
vii. Otherwise, apply sanctions relating to gross misconduct specified in paragraph 3129 of the Financial Regulations.
