Context/Observation

Audit observed the following:
i. Between May 2017 and January 2018, the Area Council paid a supplier the sum of 91,725,000.00 (Ninety-one million, seven hundred and twenty-five thousand naira) to purchase 3 vehicles namely; Toyota Prado TXL (Pick-Up) model 2013, chasis number: JTEBX9F7EK168928, purchased on 2/1/2018; Toyota Camry (Saloon) 2017 model, chasis number: JTNBIIHK9J3006666965 and purchased on 23/5/2017 Toyota Corolla XSE (Saloon) 2017 model, chasis number: SYFBURH8HD734503723;
ii. During physical verification, it was observed that the vehicles were not available in the premises of the Council, they’ve been disposed to the Ex- Chairman, the Ex-Vice Chairman and the Ex-Speaker of the council at ridiculously low amount.
iii. The Toyota Prado TXL (Pick-Up) model 2013 purchased in 2018 at a cost of 37,800,000.00 (Thirty- seven million eight hundred thousand naira) was sold to the Ex-Chairman at a give-away price of 3,716,122.00 (Three million seven hundred and sixteen thousand one hundred and twenty-two naira) after one and half years of usage, while the Toyota Camry (Saloon) 2017 model purchased in May 2017 at a cost of 30,973,000.00 (Thirty million nine-hundred and seventy-three thousand naira) was sold to the Ex-Vice Chairman at a give-away price of 4,913,024.00 (Four million nine hundred and thirteen thousand and twenty-four naira) after 2 years and 3 months of usage and also the Toyota Corolla XSE (Saloon) 2017 model purchased in May 2017 at a cost of 22,950,000.00 (Twenty-two million nine hundred and fifty thousand naira) was sold to the Ex-Speaker at a give away price of 3,700,568.00 (Three million seven hundred thousand five hundred and sixty-eight naira) after 2 years and 3 months of usage.

Legislative Recommendation

The Honourable Chairman is requested to:
i. Recover the vehicles from the former Chairman, the former Vice Chairman and the former Speaker and forward evidence of recovery to the Public Accounts Committees of the National Assembly; and
ii. Otherwise, apply sanction relating to premature scrapping of assets and sale at low prices in paragraph 3114 of the Financial Regulations.
