Audit observed from the examination of the Centre’s TSA statement that:
i. A total number of 1203 payments amounting to N5,506,827,999.73 (Five billion, five hundred and six million, eight hundred and twenty-seven thousand, nine hundred- and ninety-nine-naira, seventy-three kobo) representing N1,595,340,684.39 for 2016, N1,266,772,083.52 for 2017, N1,265,643,000.00 for 2018 and N1,379,072,231.82 for 2019 were paid without evidence of payment vouchers raised.
ii. The payments could not be traced to the Centre’s revenue payment vouchers and cash book presented for audit.
iii. The payments were omitted from the TSA outflow report provided to the audit.
iv. The payment vouchers for these transactions were not provided to the audit despite repeated requests, as at the time of this report in February 2021, and
v. The services for which these payments were made could not be ascertained, as the description of payments read “other payment”, “payment for services rendered”, etc. which are indications that the payments were not genuine in the first place and as such be regarded as an illegitimate payment.
1. Provide explanation why payments were made without raising payment vouchers against the provisions of extant rules and regulations.
2. Provide reasons for the circumvention of pre-payment audit of payment vouchers in the Centre.
3. Recover and remit the sum of N5,506,827,999.73 to chest.
4 .Forward evidence of remittance to the Public Accounts Committees of the National Assembly,
5.Otherwise, apply sanctions relating to gross misconduct stated in paragraph 3129 of the Financial Regulations
