Context/Observation

Audit observed that:
i. The Council used bank mandates, in replacement for cheques, to authorize its bankers to make payments from its bank accounts, and
ii. There were 487 payments amounting to 279,174,641.94 (Two hundred and seventy nine million one hundred and seventy four thousand six hundred and forty one naira ninety four kobo) made by the Council, during year 2018, through its banks without payment vouchers or bank mandates to support the requisite authority to make such payments.

Legislative Recommendation

The Honourable Chairman is requested to:
i. Account for the sum of 279,174,641.94 (Two hundred and seventy nine million one hundred and seventy four thousand six hundred and forty one naira ninety four kobo),
ii. Recover and remit to chest, the sum of 279,174,641.94 (Two hundred and seventy nine million one hundred and seventy four thousand six hundred and forty one naira ninety four kobo) and evidence of remittance should be forwarded to Public Accounts Committees of the National Assembly; and
iii. Otherwise, apply sanctions relating to poor management of cash and irregular or wrong payment in paragraphs 3115 and 3106 of the Financial Regulations, respectively.
