Audit observed that:
i. The Council maintained accounts with the following banks through which it made payments in 2018 financial year. The accounts are: Zenith Bank with account numbers 1014775025 and 1015484164; UBA with account number 1005648516 and Fidelity Bank with account number 5030021864), and
ii. There were 1,493 payments totalling 949,442,349.31 (Nine hundred and forty-nine million, four hundred and forty-two thousand, three hundred and forty-nine naira, thirty one kobo) made through the Council’s bank accounts without payment vouchers, relevant support documents and basis for such payments nor evidence of approval for the payments by the appropriate authority during 2018 financial year.
The Honourable Chairman is requested to:
i. Account for the sum of 949,442,349.31 (Nine hundred and forty nine million four hundred and forty two thousand three hundred and forty nine naira thirty one kobo); or
ii. Recover and pay to chest, the sum of 949,442,349.31 (Nine hundred and forty nine million four hundred and forty two thousand three hundred and forty nine naira thirty one kobo) and evidence of remittance should be forwarded to Public Accounts Committees of the National Assembly; and
iii. Otherwise, apply sanctions relating to poor management of cash and irregular or wrong payment in paragraphs 3115 and 3106 of the Financial Regulations, respectively.
