i.Two payment vouchers Ref. Nos. IMM/FIN/432/2018 for N25,500,000.00 and IMM/FIN/418/2018 for N6,500,000.00 totalling N32,000,000.00 were raised and paid in favour of an insurance broker in March, 2018 to cover some policies undertaken by the Service
ii.The statutory 10% Withholding tax totalling N3,200,000.00 was not deducted from the two payments. The above anomalies could be attributed to weaknesses in the internal control system at the Nigeria Immigration Service.
The Comptroller General is requested to:
I.Furnish reasons why withholding tax was not deducted from payment to insurance brokers as required by extant regulations.
II.Recover the sum of N3,200,000.00 and remit same to the relevant Tax authority.
III.Forward evidence of remittance particulars to the Public Accounts Committees of the National Assembly
IV.Otherwise, sanctions relating to failure to collect and account for Government Revenue specified in paragraph 3112 of the Financial Regulations will apply.
