Context/Observation

i.Seventy (70) payments totalling N9,575,000.00 were made from the Institute’s capital votes, between 11th October and 25 October, 2018, for research and developmental studies on the following: Oil Palm, Coconut, Raphia and other Palms, Date Palm, Shea Studies, Technology and Product Development, and Extension and Economics Project.
ii.The sum of N975,000.00 was released for administrative /departmental running cost on the 25th October, 2018.
iii.All the payments amounting to N10,550,000.00 were without evidence of execution/retirement in form of reports, contrary to extant regulations.

Legislative Recommendation

The Acting Executive Director is requested to:
I.Provide reasons why payments were made for research without evidence of work done and why advances were not retired at year end.
II.Account for the sum of N10,550,000.00 and remit to the treasury.
III.Forward evidence of remittance to the Public Accounts Committees of the National Assembly.
IV.Otherwise, apply sanctions relating to non-recovery and non-retirement of advances specified in paragraphs in 3118 and 3124 of the Financial Regulations respectively.
