Audit observed that payment voucher No.4448 dated 19th April 2017 for N11,636,505.01 was raised in favour of a consultant, in respect of his engagement as a Consultant Quantity Surveyor to evaluate the level of works carried out on a construction where a contractor, entered into a Public Private Partnership (PPP) agreement with NSITF, to develop NSITF’s parcel of land at Plot 2586, Central Business Area, Abuja. The contract for the sum of N185,674,587.28 was renegotiated down to N170,328,986.75 by the consultant, which was paid in full. Records and the break-down in respect of N170,328,986.75 paid to the contractor were not provided despite repeated requests.
The Managing Director is required to account for the sum of N170,328,986.75 or recover the amount from the contractor and pay same to government treasury, failing which sanction stated within FR.
