Context/Observation

Audit observed that;
i. That three (3) payments amounting to 15,360,000.00 (Fifteen million, three hundred and sixty thousand naira) were made to two (2) officers of the Secretariat as cash advances for onward distribution to families with multiple births, support for less privileged children in the period of Ramadan and palliative to disabled persons in Karamajiji;
ii. The above practice is contrary to e-payment guidelines which requires all due claims to beneficiaries to be disbursed through their bank accounts for transparency of transactions; and
iii. Evidence of receipt (acknowledgment) from these purported beneficiaries was not made available at the time of audit.

Legislative Recommendation

The Secretary is requested to:
i. Justify the disbursement of 15,360,000.00 to two (2) officers of the Secretariat.
ii. Recover the full amount of 15,360,000.00 and refund same to the Treasury.
iii. Forward evidence of payment to Public Accounts Committees of the National Assembly.
iv. Otherwise, apply sanctions relating to irregular or wrong payment in paragraph 3106 of the Financial Regulations.
