i. The sum of N229,391,842.88 (Two hundred and twenty-nine million, three hundred and ninety-one thousand, eight hundred and forty-two naira, eighty-eight kobo) was paid to some staff through GIFMIS personnel in 2016 for salaries and allowances.
ii. One of the staff received salary and allowance nine times on the same day (15/2/2016 and four times on 16/2/2016)
iii. He also, received February to May 2016 salary totalling N836,219.22
iv. The Centre’s Nominal Roll, Payroll, Non-regular Nominal and Payroll were examined but none of their names could be found, and
v. The salaries and allowances were paid to the staff between February, 2016 and May, 2016.
1. Furnish reasons for recruiting ghost workers.
2. Provide evidence to prove beyond reasonable doubt that the above listed names are not ghost workers.
3. Forward the personnel files of the above listed names containing appointment letters, File numbers, IPPIS Numbers and other relevant credentials to the Public Accounts Committees of the National Assembly
4. Recover the sum of N229,391,842.88 from individuals and remit same to the Treasury and forward evidence of remittance to the Public Accounts Committees of the National Assembly, and
5.Otherwise, apply sanctions relating to a public officer who authorises the payment of public fund to ghost-workers in paragraph 3110 of the Financial Regulations
