Audit observed that the Theatre awarded a contract for the rehabilitation of water and civil work at a contract sum of N17,873,000.00, with the payment of 15% payment mobilization fee amounting to N2,680,950.00. It was however observed that the contract was abandoned by the contractor, yet final payment of N15,192,050.00 was made vide voucher number NT/OC/CAP/26/18 dated 27th March,2018.
It was also observed that the Theatre awarded a contract for the supply of materials and rehabilitation of male and female toilets in the Main Exhibition Hall at a contract sum of N9,900,000.00.15% mobilization fee and final payment of N1,485,000 and N8,415,000.00 were made, respectively.
It however observed that although, the materials were supplied to store, the rehabilitation was not done, despite the fact that the contract, as contained in the agreement, was for the supply and rehabilitation of male and female toilets.
The General Manager is required to mobilize the contractors back to site to complete the abandoned project or recover the sum of N27,773,000.00 from the contractors, failing which sanction in line with FR 3104 should apply.
