Context/Observation

i.Nineteen (19) payments totalling US$100,377.30 were made in respect of Estacode and other related expenses to officers of the Commission for various meetings, training, conferences and seminar outside the country;
ii.Relevant approvals from the Head of Civil Service of the Federation, or the President or Secretary to the Government of the Federation were not obtained before embarking on foreign trip as required by the Extant Law.
iii.These approvals together with programme and invitation letters from the organizers were not attached to the payment vouchers as required by paragraph 603 of the Financial Regulations
iv.There was no evidence to show that the officers embarked on the various meetings, training, conference and seminar as there were no reports on the programme in line with Circular No. HCSF/CS/BUD/33/1/38 dated 19/7/2011 which stipulates, ”all attendance of both local and International Conference and Training are to produce certificate of full participation from the organizers, report on the program and evidence of course fee.”

Legislative Recommendation

The Commissioner for Insurance is requested to:
i.Recover and refund to Treasury, the sum of US$100,377.30 (One Hundred Thousand Three Hundred and Seventy-Seven Dollars Thirty Cents), being amount expended on foreign trips by officers of the Commission without the approval of the SGF/HCSF.
ii.Forward the treasury receipt obtained from Accountant General of the Federation, supported with REMITA payment receipt to the Public Accounts Committees of the National Assembly, and
iii.Otherwise, sanction relating to irregular or wrong payment in paragraph 3106 of the Financial Regulations should apply.
