Context/Observation

Audit observed from the records at Calabar Free Trade Zone (CFTZ) that:
I.The sum of N16,156,036.00 was paid for fuelling of CFTZ motor vehicles and trucks.
II.Payments were made into the personal account of a staff on monthly basis to purchase fuel for the vehicles.
III.Two of the vehicles fuelled monthly are not in the vehicle list of NEPZA. They are CD 161 AOI belonging to the Nigeria Custom Service and NPF 250 SC belonging to the Nigeria Police Force. It was gathered that these two vehicles were grounded, yet CFTZ collects money for their fuelling monthly.

Legislative Recommendation

The Managing Director is requested to:
I. Justify the fuelling of vehicles CD 161 AOI belonging to the Nigeria Custom Service and NPF 250 SC belonging to the Nigerian Police Force.
II.Account for the sum of N16,156,036.00 irregularly paid into personal account of staff for fuelling, and forward evidence of compliance to the Public Accounts Committees of the National Assembly
III.Otherwise, sanctions relating to poor cash management and irregular or wrong payment in paragraphs 3115 and 3106 of the Financial Regulations respectively should apply.
