Context/Observation

I.Backup of data was not automatically executed. As alleged by the system administrator, the secondary data system is switched on for two (2) hours daily to backup data and then switched off.
II. Aside the Secondary Data Centre at Gombe which was deteriorating, there is no other offsite storage or facilities to secure backup data tapes and disks.
III. The backed-up files to the Secondary Data Centre have never been tested for once since the implementation of the GIFMIS in 2011. It is not certain that when these files need to be restored after either a system problem or a disaster occurs or, the saved data would be meaningful or complete.

Legislative Recommendation

The Accountant General of the Federation is requested to:
I.Develop and implement policies on Business Continuity and Disaster Recovery in conformity with global standards to improve continuity and recovery mechanisms.
II.Establish a mechanism to ensure backup data files are done automatically and are held in a physically secure location on-site and off-site; and regularly tested
III.Apply sanctions relating to gross misconduct specified in paragraph 3129 of the Financial Regulations.
