Context/Observation

Audit observed that:
i. The sum of 8,558,410.00 (Eight million, five hundred and fifty-eight thousand, four hundred and ten naira) was expended on publicity and advertisement as against 4,315,201.00 (Four million, three hundred and fifteen thousand, two hundred and one naira) appropriated for in the subhead, leaving a variance of 4,243,209.00 (Four million, two hundred and forty-three thousand, two hundred and nine naira) as extra-budgetary spending; and
ii. The excess over the overhead provision was paid from the capital budget.

Legislative Recommendation

The Managing Director is requested to:
i. Justify the payment of 4,243,209.00 (Four million, two hundred and forty three thousand, two hundred and nine naira), as extra budgetary expenditure on publicity and advertisement;
ii. Refund the sum of 4,243,209.00 (Four million, two hundred and forty three thousand, two hundred and nine naira) and forward evidence of recovery to the Public Accounts Committees of the National Assembly; and
iii. Otherwise, apply sanctions relating to irregular award of contract and expenditure without authority in Financial Regulations 3117 and 301, respectively.
