Context/Observation

Audit observed that 2 (two) payments totalling N900,000.02 were made in June and December 2018 as legal fees without the approval of the Attorney General of the Federation in accordance with extant regulation.
Meanwhile, the contract between the Agency and the legal firms in order to determine the nature and scope of their services as well as the extent of the financial commitment of the Agency to the legal firms were not provided on request during the audit.
