Context/Observation

Audit observed that:
i. Four (4) payments amounting to 12,150,000.00 (Twelve million, one hundred and fifty thousand naira) approved for FCT Unity Children Home, Gwako, was paid to some officers of the Secretariat; and
ii. The above payment contravened the e-payment policy of the federal government.

Legislative Recommendation

The Secretary is requested to:
i. Justify the payment of 12,150,000.00 approved for FCT Unity Children home to officers of the Secretariat;
ii. Account for the sum of 12,150,000.00 (Twelve million, one hundred and fifty thousand naira) paid to persons other than the original beneficiaries stated in the payment vouchers;
iii. Recover the sum of 12,150,000.00 and remit same to the Treasury.
iv. Forward evidence of remittance to the Public Accounts Committees of the National Assembly, and
v. Otherwise, apply sanctions relating to gross misconduct as specified in paragraph 3129 of the Financial Regulations.
