Audit observed that:
i. Critical documents and records relating to the undermentioned Accounts kept at the Mission were not made available for examination despite repeated requests:
a. Defence Attaché’s Accounts (In spite of Auditor-General’s letter reference No. OAuGF/D&SAD/MOD/AIT/Vol.III/065 dated 23/08/2019 to Chief of Defense Staff for “Access”)
b. The off-shore accounts with ECOBANK in Nairobi, Kenya are:
i. Research Library Dollar Account with account number 0221055025782507 and current balance of XXX USD;
ii. Non-resident (Birr)
c. The on-shore accounts with Commercial Bank of Ethiopia in Addis Ababa, Ethiopia are:
i. Non-resident (Birr) account 1000001113937 and current balance of XXX (Birr)
ii. Revenue (Birr) account (New) 1000173906335 and current balance of XXX Birr), and
iii. MFA Research Library (Birr) account 1000001100266 and current balance of XXX (Birr)
The Permanent Secretary, Ministry of Foreign Affairs (MFA) is requested to;
i. Justify why the Ambassador, the Head of Mission/Head of Chancery and the Financial Attaché at the Embassy of Nigeria, Addis Ababa should not be sanctioned, first, with recall for serious misconduct of unauthorized removal of public records, suppression of records, withholding of files and obstruction of legitimate audit,
ii. Forward all Books, Records, Returns and other documents relating to the accounts of the Embassy of Nigeria, Addis Ababa, to the Public Accounts Committees of the National Assembly, and
iii. Otherwise, apply sanctions relating to failure to prepare bank reconciliation statement, failure to render detailed statement of account and irregular payment prescribed in paragraphs 3121, 3122 and 3106 of the Financial Regulations respectively.
