Audit observed that contracts awarded in the sum of N204,906,520.30, exceeded the threshold of the Council’s Tenders Board. The following were also observed:
i. The contracts were awarded and paid for on the same date in 2017 with same items and specifications.
ii. There was no advertisement for the jobs as required by PPA 2007.
iii. Due process was not followed in the procurement processes against the provisions of Section 20 (1) of PPA 2007.
The Director -General is required to account for N204,906,520.30, spent in contravention of Sections (20)(1) and (21)(2)(e). Sanctions in line with FR 3116 and 3106 should apply.
