Context/Observation

I. Payments totaling N24,857,143.20 were made to three (3) contractors for various contracts. N4,285,714.50 in favor of the first contractor; with voucher No.CAP/CBN/063/2018 for women and youth training; N11,220,779.70 in favour of the second contractor; with voucher No. CAP/CBN/066/2018 for value chain development programme; and N9,350,649.00 in favour of third contractor with voucher NO. CAP/CBN/46/2018 for empowerment of women and youths in Owa.
II. Two (2) of three (3) contractors had no procurement documents recorded in their favour.
III. In one (1) of the contractor’s file, there was no acceptance of the contract; the number on the certificate of incorporation is different from the company’s registration number quoted on the tax clearance certificate; and the company’s audited accounts seen in the file was not signed by its directors, and there was no Auditor’s stamp and professional identification number on it.
IV. The training venues and their addresses were not specified/mentioned to justify the total amount spent.
V. The attendance registers of the trainees and their particulars were not provided.
VI. The duration of the trainings was not stated.
VII. No copy of certificates of attendance, presented to the trainees at the end of each training, was found in the contract files.

Legislative Recommendation

The Acting Executive Director is requested to:
I.Provide reasons why contracts were awarded to contractors without adequate procurement documents.
II.Account for the sum of N24,857,143.20.
III.Recover the same amount from the affected contractors and remit same to treasury.
IV.Forward evidence of recovery and remittance to the Public Accounts Committees of the National Assembly
V.Otherwise, sanctions relating to irregular award of contracts and payment for jobs not executed prescribed in paragraphs 3117 and 3104(iii) of the Financial Regulations respectively should apply.
