1. Some of the provisions of the contract totalling N11,700,000.00 were not implemented but were paid for. For instance, in the reliminary provision, the following items were included and paid for as part of mobilization fee:- 
rn(a) 1 No desktop computer & DeskJet printer (N700,000.00)
rn(b) 1 No pick-up double cabin Hilux (N8,500,000.00)
rn(c) Spare parts valued at N2,500,000.00
rnbut none was purchased as at the time of this audit.

2. It was also observed that the amount of N8,500,000.00 (Eight million, five hundred thousand naira) provided for a Hilux pick-up was in excess of N2,500,000.00 (Two million, five hundred thousand naira) as general contract price for the supply of such vehicle has always remained between N5,500,000.00 (Five million, five hundred thousand naira) to N6,000,000.00 (Six million naira).
