Context/Observation

It is recommended by the Auditor General for the Federation that:
i. The mobilization advance paid to the other two contractors named above apart from Messrs Tossi First Equipment Company Nig Ltd totaling N68,692,877.25 paid for multiplicity of contract awarded and not done by them but done by the Edo State Government contractor should be recovered from them, failing which the then Executive Director Projects and the Dir/PMS should be made to refund the amount.
ii. Messrs Tossi First Equipment Company Ltd that was given award letter since 2011 and was in possession of NDDC 15% mobilization of N39,457,450.00 since then should be given the new relocated site without delay, otherwise its contract too should be terminated and the mobilization advance paid to it be recovered. Outcome should be communicated to the Office of the Auditor General for the Federation.
iii. The NDDC system of contract award that permit duplication of contract award and payment of mobilization advance to contractors for more than one year without it been detected need to be re-examined and overhauled.
