Context/Observation

The contract for the construction of classrooms block, under the Authority’s Corporate Social Responsibility project at Geda Academy, Bulasa, Birnin- Kebbi, was awarded at a contract sum of ₦30,825,000.00 (Thirty million, eight hundred and twenty-five thousand naira), through award letter referenced HQ/GM/PROCL/CON/C.11/14/575 dated 13th February, 2015, with four (4) weeks completion period.
Review of the BOQs for the project revealed a lump sum of ₦8,300,000.00 (Eight million, three hundred thousand naira) was included and paid to the contractor for preliminaries and complete electrical installation. However, details on how this amount was utilized was not specified or attached to the file.
Physical inspection of the project site revealed that the project had been completed, but is yet to be handed over to the School Authority by the contractor. The following observations were made:
• ₦750,000.00 (Seven hundred and fifty thousand naira) was provided for top & bottom rails in 36mm x 38mm x 1.0mm thick square section and intermediate balusters covering 25m at ₦30,000.00 per meter for the complete building; this was only installed at the front of the Principal’s office.
• ₦63,000.00 (Sixty-three thousand naira) was made for 9 Nos. chromium plated toilet roll holders, but they were not supplied.
• ₦1,478,880.00 (One million, four hundred and seventy-eight thousand, eight hundred and eighty naira) was provided for various sizes of casement windows; nonetheless, sliding aluminum windows were installed.
