Audit observed that;
i. The sum of N172,961,403.00 (One hundred and seventy-two million, nine hundred and sixty-one thousand, four hundred and three naira) was provided for the payment of outstanding liabilities in the 2018 Appropriation Act. This approval was based on the list containing the names of contractors and the amounts owed to them, presented to the National Assembly, and
ii. Only nine (9) contractors were paid through nine separate payment vouchers amounting to N24,137,382.11 (Twenty-four million, one hundred and thirty-seven thousand, three hundred and eighty-two naira, eleven kobo), thereby leaving a balance of N148,824,020.89 (One hundred and forty-eight million, eight hundred and twenty-four thousand, twenty-one naira) unaccounted for.
The Managing Director is requested to:
i. Furnish reasons why money made available to pay contractors were not fully utilized for the purpose.
ii. Account for the sum of 148,824,020.89 (One hundred and forty-eight million, eight hundred and twenty-four thousand, twenty-one naira), being unspent balance out of amount provided for the settlement of the liabilities.
iii. Remit the sum of 148,824,020.89 (One hundred and forty-eight million, eight hundred and twenty-four thousand, twenty-one naira) only to the Treasury.
iv. Forward evidence of remittance to the Public Accounts Committees of the National Assembly, and
v. Otherwise, apply sanctions relating to irregular payment specified in paragraph 3106 of the Financial Regulations.
