Context/Observation

It was observed in audit that some payment vouchers were raised in names other than that of the Hospital’s staff and yet these third party individuals are not contractors. This is against extant rules, and unacceptable in audit. These are presented in the attached appendix 2 to show evidence of utilization of the funds.
