Context/Observation

On several payment vouchers, details of which are contained below, the Honorable Commissioner expended a cumulative sum of N3,000,000 (Three million naira) on media services rendered to the government of Anambra State. The amount was purportedly spent as public relations to several radio stations in the state.

Attached to the payment vouchers were simple statements of payments for media services rendered to the state government purporting them to be retirement.
Audit observed that public money would not be spent in a manner that lacks transparency and accountability. It is unacceptable. It did not show transparency that the Honourable Commissioner was to personally pay for whatever services rendered or goods procured for the ministry when the accountant was on seat. It was, and is still, the job of the Accountant of the ministry under the direction of the permanent secretary who is the accounting officer.
