The sum of N2,500,000 (Two million, five hundred thousand naira) was released to an officer of the ministry, for a 5- day basic news writing skill workshop for information officers. Attached to the payment voucher was payment schedules being transport rebate to participants at the workshop with a cumulative total of N600,000 (six hundred thousand naira). Evidence of what and how the balance of N1,900,000 ( One million and nine hundred thousand naira) was applied to was not sighted in the course of audit.
Efforts made to obtain the attendance register for the 5-days workshop were rebuffed. Inquiries in audit suggested that the list upon which the transport rebate was based were made up.
The permanent secretary was requested to obtain;
i. The comprehensive attendance list of the participants in the workshop from the officer of the ministry
ii. The retirement for the sum of N1,900,000 (One million and nine hundred thousand naira) from the officer of the ministry.
