Audit observed that the sum of N35,522,018.50 was made to various staff of the agency as non-personal advances granted to them to effect payment on behalf of the office, for various services and other activities.
This action is carried out to circumvent the guidelines of e-payment. This infraction was due to the failure of the Executive Secretary to strictly comply with the provision of extant laws and regulations.
