i.The officer wrote an application dated 5 December 2019 for an appointment as a Deputy Director Finance and Account which was the same grade level he retired on and still the same Rank at retirement: Deputy Director Finance, CONMESS/CONHESS 15, GL 17 step 9
ii. He was offered a contract appointment as Deputy Director (Finance and Account) on CONHESS 14/9 on 17 February 2020 but still on the same Deputy Director (Finance and Account) he retired from.
iii.His salary on retirement was more than that his salary before his retirement N413,103.97 which was N49,830.00 more than his salary of N 363,278.97.
iv.There was no evidence of approval from the Head of the Civil Service of the Federation.
v.He assumed duty as a contract staff on 11 May 2020,
vi.As at the time of this audit in February, 2021, He still occupies the office as Head of Finance of the FMC Keffi Nasarawa State.
The Chief Medical Director is requested to:
I. Provide reasons for the deliberate violation of the Public Service Rules
II.Furnish reasons for appointing a contract staff to head an important Federal Government position of Finance and Account, for which other staff are available.
III.Provide all the documents relating to the due process followed and the appointment of the staff to authenticate the genuineness of purpose.
IV. Provide evidence of payment of the contract staff for the last three months before the date of retirement. v. Provide evidence of payment of the contract staff from the date of commencement of the contract appointment till date.
V. Explain why the contract staff received salary that is more than what he earned as a full staff (N413,103.97 as a contract staff and N363,278.97 as a full staff)
VI.Otherwise, sanctions relating to gross misconduct stated in paragraph 3129 of the Financial Regulations will apply.
