Context/Observation

Audit observation from the Council’s bank statements, payment vouchers and
retirement vouchers that:
i. Sixteen (16) payments were made between 18th April, 2018 to 27th December, 2018 to a staff of the Council totalling 26,800,000.00 (Twenty six million eight hundred thousand naira).
ii. The staff purportedly received the payments on behalf of persons who could not be accounted for in violation of E-payment policy which requires every public establishment to pay beneficiaries of any payments from public funds directly and not by proxy, and
iii. No valid authority for the payments to the staff was presented to the audit to ascertain the validity of the payment.

Legislative Recommendation

The Honourable Chairman is requested to:
i. Account for the sum of 26,800,000.00 (Twenty six million eight hundred thousand naira),
ii. Recover and remit to chest, the sum of 26,800,000.00 (Twenty six million eight hundred thousand naira) and evidence of remittance should be forwarded to Public Accounts Committees of the National Assembly, and
iii. Otherwise, apply sanctions relating to poor management of cash and irregular or wrong payment in Paragraphs 3115 and 3106 of the Financial Regulations, respectively.
