1.Payments amounting to N623,722,064.33 were made from various sub-heads without recourse to 2019 Appropriation Act approved for each sub-head
2.The above payments included payment of 1st 28 days allowances, farm manager’s expenses, out of pocket expenses and DTAs were charged to maintenance services subhead. In another instance, payment of DTA, out of pocket expenses and fuelling costs were charged to security subhead. Similarly, payment of 1st 28 days’ allowances, budget monitoring, DTA, LT&T and out of pocket expenses were charged to maintenance of office/IT equipment subhead.
3.There was no evidence of virement from one Sub-head of Account to another
