Context/Observation

Audit observed that:
i. The sum of 657,757,969.05 (Six hundred and fifty-seven million, seven hundred and fifty-seven thousand, nine hundred and sixty-nine naira, five kobo) was paid for supply of motor vehicles, motor cycles and other office equipment.
ii. The above amount was paid through sixteen (16) payment vouchers between July and December 2019, and
iii. None of the payment vouchers was cleared by the Internal Audit before payment as required by extant regulations.

Legislative Recommendation

The Clerk to the National Assembly is requested to:
i. Furnish reasons why payment vouchers were not cleared by the Internal Audit before payment.
ii. Account for the sum of 657,757,969,05 (Six hundred and fifty-seven million seven hundred and fifty-seven thousand nine hundred and sixty-nine naira -five kobo) paid without 100% pre-payment audit as required by extant regulations.
iii. Remit the sum of 657,757,969,05 to the Treasury.
iv. Forward evidence of remittance to the Public Accounts Committees of the National Assembly, and
v. Otherwise, apply sanctions relating to irregular payment specified in paragraph 3106 of the Financial Regulations.
